A 2004 Social Accounting Matrix for Israel: Documentation of an Economy-Wide Database with a Focus on Agriculture, the Labour Market, and Income Distribution AgEcon

This document describes the Israeli Social Accounting Matrix (SAM) for the year 2004, developed by the Agricultural and Food Policy Group at the University of Hohenheim. The SAM is a part of a larger research project which aims to analyse several economic, trade, and labour policies in the context of economic integration of agriculture between Israel and the West Bank. Data are obtained from various sources in Israel. Sources include the Israeli Central Bureau of Statistics (ICBS), the Central Bank of Israel (CBI), and the Israeli Tax Authority (ITA). Data from sources outside of Israel are used to fill-in some gaps in the domestic reports. An ex-ante analysis of distributional effects of the CAP on western German farm incomes AgEcon

This study is concerned with measuring impacts of the Common Agricultural Policy (CAP) on farm income distribution of western Germany. Not only the sheer contribution of market price support and direct payments as a proportion of income is taken into account, but also the impact of support on production incentives. For this purpose, we apply a modelling system consisting of a partial equilibrium model and a programming model. Based on a comparison of Gini coefficients and a decomposition of overall inequality effects we conclude that liberalization of the agricultural sector leads to a more unequal distribution of family farm income in relative terms, whereas a liberalized market provides a more equal situation in absolute terms.

Budgetary Effects of Including the CEC into Dynamic Modulation AgEcon

The EU Commission suggests to exclude CEC from the dynamic modulation mechanism, being part of the MTR package. This article looks at the distributional aspects of including the CEC into dynamic modulation. Under the current accession proposal the CEC would account for only 18% of the rural development budget by 2006. If modulation would be realised with the CEC being excluded this share would drop to 14% by 2010. According to the criteria proposed by the Commission for the distribution of the modulation budget the CEC would get a higher share of the modulation budget if they were included as they account for high shares in agricultural area and employment, and their GDP per capita is relatively low. In its Progress Report on Biofuels the European Commission proposes a more restrictive biofuel directive which sets a mandatory minimum share of biofuels in total fuel consumption in the transport sector of 10% per Member State by 2020. This is likely to have a strong impact on demand for biofuel inputs such as plant oils, cereals and sugar beet. To analyze the effects of this proposal on land use and agricultural markets, an extended version of the partial equilibrium model ESIM of the European agricultural sector is developed and applied which covers the production of and demand for biofuels. Entwicklung und Zukunft der EU – Agrarhandelspräferenzen für die südlichen und östlichen Mittelmeeranrainerstaaten AgEcon

The EU has recently completed negotiating a series of association agreements with mediterranean countries. Trade preferences for agricultural goods which are granted under these agreements as well as under former arrangements are analyzed by calculating the value of preference margins at several stages in the evolution of preferences. The total value of preference margins for all countries covered was about € 130 million under the agreements in the midseventies and increased by 48 per cent until 1995. It was eroded by about 14 per cent until 2000 due to the reduction of EU MFN tariffs. The extended preferences under the new agreements more than compensate for this erosion of preferences and result in a total value of preference margins of € 226 million...

EU Trade Preferences for Moroccan Tomato Exports--Who Benefits? AgEcon

The EU applies a complex system of preferences for tomato imports from Morocco. Quantities are fixed and serve as entry price quotas and tariff rate quotas at the same time. This paper provides empirical evidence of i) the existence of an economic rent under the EU preferential scheme for tomato imports from Morocco of about €24-36.5 mill. per year, and ii) the distribution of that rent. Due to the structure of the Moroccan export sector as well as the EU method of allocating import licenses, it is likely that a large part of the quota rent ends up at the Moroccan side and that a dissipation of the rent in physical rent-seeking activities is limited.

Farm level effects of EU policy liberalization: Simulations based on an EU-wide agricultural sector model and a supply model of the German agricultural sector AgEcon

The impact of sectoral or economy wide policy scenarios is often of strong political and public interest, yet it is a scientific challenge. When analyzing different levels of aggregation, the use of single models may not be sufficient. In this paper we establish an interface between the European Simulation Model (ESIM) and the Farm Modelling Information System (FARMIS). The linkage of the two models allows us to quantify adjustment processes both at the sectoral level and at the farm group level for the German agricultural sector. How effective is the EU Entry Price System for Fresh Fruits and Vegetables? AgEcon

The EU protects EU growers of 15 kinds of fresh fruits and vegetables against international competition not only by the means of ad valorem tariffs of up to 20%, but also by the EU entry-price system (EPS), which is designed to restrict imports below the product-specific, politically designated entry price level. This study investigates the influence of the EPS on import prices of fruits and vegetables per product and country of origin. We utilise a unique data set comprising about 60,000 observations of daily synthetic import prices. How effective is the EU's import regime for oranges? AgEcon

EU imports of oranges are restricted not only by ad valorem tariffs but also by the entry price system establishing a minimum import price. In addition, the EU applies a comprehensive system of trade preferences. The hypothesis of this paper is that, in contrast to its complexity, the effectiveness of the EU import system for oranges is low with respect to its goals, i.e. protecting EU producers and creating imports from preference receiving countries. The comparison of import prices for oranges from extra-EU countries with the EU entry price shows that the former are about 40% higher than the latter on average. Turkey entered a customs union (CU) with the EU in January 1996. Agricultural trade is not covered by this CU but it is subject to extensive preferential trade rules. In this article, the effects of an inclusion of agricultural products in the CU as well as alternative policy options on the Turkish agricultural sector are analysed. To this aim, a comparative-static, partial equilibrium model of the Turkish agricultural sector is developed. The complete liberalization of the agricultural sector is found to lead to significant comparative static welfare gains of about €670 million as compared to the status quo. Decoupling of direct payments can be expected to have complex effects and the net effect on crop and fodder acreage is unclear. A literature review reveals that various simulation models uniformly project a decline of the cereal and silage maize acreage as well as ruminant production in the EU-15 in the course of decoupling of direct payments. In contrast, model results are mixed with respect to the direction of the decoupling effect on oilseed and pasture as well as voluntary set aside area. The model type is not found to have a systematic effect on model results.
